Description of problem:
A vxlan network is created during the resource_setup for class
PortTestCasesResourceRequest, failing when vxlan is not an available
driver
No restriction is needed in provider network type for these tests

1. Run PortTestCasesResourceRequest tempest tests on a VLAN environment

test setup fails

tests should pass
