Description of problem:
The request is based on the conversation I had with kalev. As shown in the provided screenshot, on only manage to show 1 "special" category after the start of gnome-software and it looks empty.

Kalev also asked me to include this:

Thanks a lot hugsie, Software looks much better with several categories. However, I can see some apps shown twice in the Recommended apps as you can see in the attached screenshot, can sometthing be done about it ? is it something on GS side rather than appstream data ?

Well, that's the answer, RHEL just doesn't have enough available applications available to show the categories. If you install epel do more apps show up?

I am strugling to get epel working with software, I have added the repo, I can search packaged via cmd:

$ dnf provides lollypop
Not root, Subscription Management repositories not updated

I also added the rpmfusion, I can see vlc within the repo, but cannot find in Software...
I doublecheked on the other machine, I wonder how it happened I was focused more of flatpaks recently so I overlooked it.

Richard, thanks for updating the appstream-data for epel,
the epel apps are available after adding the repo out of the box in gnome-software.

As I didn't know, the appstream data for rpm-fusion has to be installed separatelly through rpms.

rpmfusion-nonfree-appstream-data-8-1.el8.noarch


Regarding the problems I mentioned with categories of popular apps not being shown, (Recent Releases, Editor's Picks, etc.),
there are not enough applications marked for the mentioned categories in epel8 and appstream combined, 
therefore those sub-categories are hidden until you add e.g. flathub.
