Description of problem:
Operation canceled while trying to move a host to another cluster in HE environment.

We noticed a new regression on our HE environments during our automation executions.

Many tests failed while trying to move a host to a different cluster and we have new engine operation canceled error. 

'Error while executing action:

host_mixed_2:
Cannot edit Host. You are using host from data center other than hosted engine VM runs on. In order to start the hosted engine import process, please select host from the same data center or move the host there first.'

Version-Release number of selected component (if applicable):
rhvm-4.4.1.2-0.10.el8ev.noarch

How reproducible:
100% on HE environments.

Steps to Reproduce:
1. Have a 4.4 HE setup in non default cluster
2. Try to move host to default cluster

Actual results:
Operation cancelled in engine
Error while executing action:

In fact the host moved to another cluster. But the operation cancelled and had failed many tests.
