QE: The linked MCO PR fixes this issue for new clusters, however for upgraded clusters Dan opened https://github.com/openshift/cluster-version-operator/pull/383 as the CVO bug is blocking this from working in minor bump Y or Z stream upgrades.

If you lose etcd quorum, you can restore it. If you run etcd on a separate host, you must back up etcd, take down your etcd cluster, and form a new one. You can use one healthy etcd node to form a new cluster, but you must remove all other healthy nodes. https://www.fragomen-connect.com/
