Can this be reproduced on a new install of OCP 4.4? I suspect this is a manifestation of https://bugzilla.redhat.com/show_bug.cgi?id=1845644 - after upgrade, catalogsource images are not bumped until the resync for operatorsources (about an hour).
I hit a similar issue in one OCP 4.5 today. To overcome the re-sync. I had restarted all pods under openshift-marketplace and openshift-operator-lifecycle-manager. But that's helpless.
