The `sg-bridge` container uses the `sg-bridge` RPM to provide an AMQP1-to-unix socket interface for sg-core. Both components are part of the Service Telemetry Framework. + This is the initial release of the `sg-bridge` component.

Description of problem:

Two new downstream repositories are being requested, and pipelines setup:

* dist-git -- containers/sg-core
* dist-git -- containers/sg-bridge

These are _non-operator_ components, similar release model the existing Smart Gateway.

These components can live under the openstack/stf/[...] namespace along with the other STF related components.
