During bootstrap, the api-int accesses got "connection refused messages when keepalived container started at master hosts and breaks bootstrap process.

Looking at the sosreports, the all VIPs got assigned to all master hosts for some reason. At this point master hosts have the following containers so api is not ready:

- coredns
- haproxy
- mdns
- keepalived

OpenStack IPI with OpenShift Installer 4.4.6.

It's very likely that the environment doesn't have the neutron vrrp plugin. In which case it will be fixed with https://bugzilla.redhat.com/show_bug.cgi?id=1829894.
Please re-open if the root cause is different.
