There is a bug in upstream for the problem:
https://tracker.ceph.com/issues/44877

Not merged the solution provided. Need to discuss again and to reopen.

The dashboard config "mgr/dashboard/GRAFANA_API_URL" setting cannot be changed. The change is revoked by cephadm orchestrator.

Steps to reproduce:
1. Install a bootstrap cluster with cephadm and the dashboard service enabled.
2. # cephadm shell
3. # ceph config dump  ( locate the "grafana-api-url" )
4. # ceph config set mgr mgr/dashboard/GRAFANA_API_URL <somethig_different>
5. # ceph config dump  <----------------- (Check the setting ... in 6 seconds it will be reverted to the previous value)

HINT: This not happen if we disable the cephadm module ... so "problem in cephadm orchestrator"
