Description of problem:

Each Satellite release requires that we adjust the DISTRIBUTOR_VERSION which gets uploaded as a fact on the manifest's Subscription Allocation in the customer portal. For example 'sat-6.7.0' to 'sat-6.8.0'.

It's not feasible to change this in the upstream first because the desired version does not exist in the portal until the next Satellite version is released. Because of the necessary lag time, we often forget to do this. It can be automatic and require no other changes (and therefore fewer BZs!).
