Description of problem:

installing python-pandas pulls in python-matplotlib and this pulls texlive and even some perl packages

If I want to use pandas without or with limited graphics - I should not need texlive and perl.

How reproducible:

install python3-pandas

Steps to Reproduce:
1. install python3-pandas

Actual results:

many texlive pakcages get pulled

Expected results:

No texlive packages are pulled
