Description of problem:

The issue described in the following bug report in upsteam was reproduced in RHOSP13+Ceph env.
 https://bugs.launchpad.net/nova/+bug/1860990
Currently the patch is being backported to stable/queens, but we'd request to backport the fix
to our downstream, RHOSP13 as well.
