Description of problem:

-iSCSI rtslib-fb through 2.1.72 has weak permissions for /etc/target/saveconfig.json because shutil.copyfile (instead of shutil.copy) is used, and thus permissions are not preserved.

1. delete the old saveconfig.json file (if any)
2. open targetcli, save and exit
3. saveconfig.json is re-created with wrong perms
