Support for the --norepopath flag across all RHEL 8 images inside reposync.py

2. What is the nature and description of the request?

The --norepopath option seen in https://github.com/rpm-software-management/yum-utils/blob/master/reposync.py is not present in the latest installation of python3-dnf-plugins-core-4.0.12-3.el8.noarch

3. Why do you  need this? (List the business requirements here)

We pull RPM's from Red Hat on a RHEL 8 UBI container using reposync. Unlike reposync in RHEL 6/7, it does not contain the --norepopath option. 

4. How would you like to achieve this? (List the functional requirements here)

Apply https://github.com/rpm-software-management/yum-utils/blob/master/reposync.py  to latest version of python3-dnf-plugins-core RPM.

5. For each functional requirement listed, specify how we can test to confirm the requirement is successfully implemented.

Ensure --norepopath works.

6. Do you have any specific timeline dependencies and which release would they like to target ?

No, ideally within the next few months.
