'Custom' installation will fail if the partition layout does not include
some combination of /usr, /opt and /var (haven't had time to figure out
which). Having tried with only /boot and / and getting a load of anaconda
messages for my trouble, making the full set of partitions allowed the
custom installation to work.

Having tested on another system, failure seems to occur is partitions are not
formatted as part of the installation process. Anaconda dump attached.
