For 4.5 we have a KCS to cover an scenario of failure:  https://access.redhat.com/solutions/5173881 
In 4.6 we have re-designed the IPI which cover a bunch of validations and improvements. I am closing this bug now in favor of KCS, feel free to re-open in case required.
