Description of problem:
UI elements in the hosts table and add hosts modal misaligned with overflow occuring and missing items.

Version-Release number of selected component (if applicable):
RHEL 8.2 
cockpit-211.3-1.el8.x86_64
cockpit-ceph-installer 1.1

How reproducible:
100%

Steps to Reproduce:
1. Start the installer
2. in the add host modal, you'll see scroll bars from overflow
3. in the main hostspage table borders are misaligned

Actual results:
UI display problems on this release of cockpit

Expected results:
UI should be consistent from RHEL7 to RHEL8
