User story: As a user, I want to define tiers to bind workloads in a single ceph cluster.
When I deploy a ceph cluster, by default I have a single domain. but I have different workloads & requirements. I want "tiers" for disks and disk workloads. High performance requirements need to be bound to a tier that matches the requirements. This is an easier alternative to the CRUSH map method.
