Had a chance to dig into this a bit more, and we decided we can pretty easily mitigate the event spam with a small operator patch. The WIP is here: https://github.com/openshift/cluster-etcd-operator/pull/421

Moving this to 4.4.z as there's nothing to do in 4.5 or 4.6 (the IP migration code is gone in those versions).
