Description of problem:

Reverting a cold migrating does not work

How reproducible:


Steps to Reproduce:
1. Cold migrating VM (nova ceph/cinder backed) from server A to server B
2. Wait till the VM gets in confirm_resize state
3. Force hhutdown server B
4. Revert migration

Actual results:
The VM gets stuck in reverting state. Eventually will get in ERROR state I guess.

Expected results:
The VM reverts to its original server (A).
