I dont see the "QoS Max bandwidth limit doesn't work in combination with DVR" in OVN changelog for RHEL8[1]. Customer is are running a recent release 'ovn2.11-2.11.1-39.el8fdp.x86_64'

QoS is not working in the FIP port. * Track bandwidth limitation for a router port, FIP was supported in ML2+OVS

They are not using dvr.
