Description of problem:
MigMigration fails when migrating templateinstance resource


Version-Release number of selected component (if applicable):
OCP4.4.6 (but exist on latest version as well)


How reproducible:
Follow openshift migration doc


Steps to Reproduce:
Follow openshift migration doc here : https://docs.openshift.com/container-platform/4.4/migration/migrating_3_4/about-migration.html

Note: During my test, I have used Azure blob storage for replication.

Actual results:
All apps/projects has been migrated but Migration fails with following error:

      TemplateInstance.template.openshift.io
      "e8a3b6a4-ba40-11ea-bbb8-0a580a800006" is invalid:
      spec.requester.username: Forbidden: you do not have permission to set
      username
  itenerary: Failed

Expected results:
Migration should be successful with no error.

Verified using MTC 1.3

openshift-migration-rhel7-operator@sha256:233af9517407e792bbb34c58558346f2424b8b0ab54be6f12f9f97513e391a6a


After deploying in 3.11 an application using the catalog, it was possible to migrate it to 4.5 without any problem.

Double checked that the catalog created a templateinstance in the migrated namespace.

$ oc get templateinstance
NAME                                   TEMPLATE
5321675a-f9a1-11ea-9542-0a580a800007   cakephp-mysql-persistent


Moved to VERIFIED status.
