Description of problem:

OCP 4.6 on OSP installation with Kuryr fails at bootstrap phase due to some template rendering error in Cluster Network Operator.
It fails in OSP 13 with OVS and in OSP 16.1 with OVN.

FATAL Bootstrap failed to complete: failed to wait for bootstrapping to complete: timed out waiting for the condition

Verified in 4.6.0-0.nightly-2020-07-13-051854 on top of OSP 13.0.12 2020-07-09.1 puddle.

OCP 4.6 installation with Kuryr is completed successfully, with no errors in openshift-network-operator.
