Support for PowerMax Volume Config PowerMax config options have changed since newton. Updating them to the latest. Supports both iSCSI and FC drivers. Supports deploying multiple instances of the cinder::backend::dellemc_powermax backend (e.g. one iscsi + one fc, multiple iscsi, etc.).

The already released (OSP 16.1.2) puppet-tripleo-11.5.0-1.20200914161840.f716ef5.el8ost contains the patches (all 3 of them), which only affect the dellemc_powermax driver.
