Description of problem:
seabios 1.14 is planned to be released by end of july
qemu 5.1 will use seabios 1.14, right now qemu master branch has a close-to-release master snapshot.

So with rhel-8.3-av rebasing to qemu 5.1 we should rebase seabios to 1.14 too.

This will also fix the cirrus vgabios bug (see bug 1847959) for 8.3
