Description of problem:
When attempting to destroy a cluster where the IPI installation failed, the bootstrap is not removed as it's not tagged as the master VMs are.

In addition, the installation specific template and resources are also not removed when the destroy cluster is run.

Every time

Steps to Reproduce:
1. Start installation - abort installer after the VMs are running simulating a failure.
2. Attempt to destroy the cluster - only master nodes are removed. All other resources remain.
