Description of problem:
Upgrade CNV 2.3.0 -> 2.4.0
networkaddonsconfigs.networkaddonsoperator.network.kubevirt.io observedVersion is truncated, CR fails to be updated. kubemacpool is not deployed

1. OCP 4.5.0
2. Upgrade CNV 2.3.0 - >2.4.0
3.

Actual results:
networkaddonsconfigs CR is not updated

Expected results:
All CRs should be updated.

The fix should be as simple as https://github.com/kubevirt/cluster-network-addons-operator/pull/465.

I suggest we make this into a blocker. The bug prevents upgrades from finishing.

Verified on OCP 4.5.0-rc7, CNV 2.3.0 -> 2.4.0 upgrade

CNV upgrade ends successfully.
