Hi Andy, feel empowered to unlink this if the issue happening on 3.11 isn't related to what you were investigating.  Cloning the bug mostly to make sure we don't lose track of 3.11 CI flakes.

I’m adding UpcomingSprint, because I was occupied by fixing bugs with
higher priority/severity, developing new features with higher
priority, or developing new features to improve stability at a macro
level. I will revisit this bug next sprint.
