As Bipul pointed out,

If we can re-target it for OCP 4.5.z and fix it, then we might not need fixing for https://bugzilla.redhat.com/show_bug.cgi?id=1860920

Moving this to 4.6. And moving it high prioirty will create a backport bug(via openshift-bot) once patch merges.
