As per BZ 1853275 OSPd 16.1.1 will set ceph flags like noout prior to LEAPP reboot.

However, those using using OSP16.1.0 won't have the fix from 1853275 so we need to document that users should do this step manually.

This docbug tracks getting those steps documented.
