If you want to upgrade from Red Hat OpenStack Platform (RHOSP) 13 and Red Hat Ceph Storage (RHCS) 3 with FileStore to RHOSP 16.1 and RHCS 4, you cannot migrate to BlueStore after the upgrade. Customers who migrate from OSP13 / RHCSv3 with filestore cannot migrate to bluestore after the upgrade to OSP 16.1 / RHCSv4 until a future Z update of RHCSv4. Customers may run RHCSv4 with filestore until that time.

Additional details:
OpenStack bug 1733577 (to deliver filestore to bluestore migration via director) is blocked by ceph bug 1854973 which is targeted at RHCS 4.1z2. Thus, verification of 1733577 must be pushed back to OSP16 z2.
