Description of problem:
We have seen podman-docker package being included in 16.1 OC image and while on 13-16.1 upgrade podman-docker was not found for bith uc/oc image.


On 16.1 deployment:
UC Node: podman-docker package not found
OC Node: podman-docker package was available

On 13-16.1 Upgrade:
UC/OC Node: podman-docker package not found

However on the functionality , we haven't see any impact. So not sure if we would like to remove it from the tripleo deployment OC image as well.

everytime

Steps to Reproduce:
1.go to oc/uc image
2.found podman-docker on OC image while on upgrade to 16.1 it's not visible
