Openstack 13 doesn't ship the libxslt RPM, but it ships libxslt-devel and libxslt-python. Since RHEL 7.9 is shipping a new version of libxslt, we need to also bump the subpackages that depend on it.

We are running into this issue right now.

 You could try using --skip-broken to work around the problem
 You could try running: rpm -Va --nofiles --nodigest

As a workaround one can enable the RHEL software collection repo can solve the broken dependency
