Description of problem:
The curator pod couldn't be started as no configmap logging-curator

How reproducible:
Always

Steps to Reproduce:
1. deploy logging using openshift-ansible-3.11.248
2. Check the configmap


Actual results:
No configmap logging-curator

$oc get configmap
NAME                    DATA   AGE
logging-elasticsearch   2      2m
logging-fluentd         3      53s

Same issue when using the last openshift-ansible:release-3.11 code

Only hit this issue on the fresh installation, the logging-curator configmap was kept in the upgrade, so the curator works well after upgrade.

The workaround to create logging-curator configmap manually using this attachment.  oc create -f logging-curator.yaml
