There is a known issue where, after an ungraceful shutdown, Ceph containers might not start automatically on system reboot. + Workaround: Remove the old container IDs manually with the `podman rm` command. For more information, see https://bugzilla.redhat.com/show_bug.cgi?id=1858865#c2.
