Verified on clusterlogging.4.5.0-202008261951.p0.  
The log can be sent to the Syslog server when configuring only the collector.
The log can be sent to Syslog server when logforwarding are enabled(TP Logforward)

When both logforwarding(TP) and forward(ConfigMap) are enabled. Only forward(ConfigMap) take effect.
