In 4.5, we need a means of telling the OpenShift API server operator that it should manage the OAuth APIs when the cluster is downgraded from 4.6. To do that, we add a CAO controller in 4.5 which always sets the `ManagingOAuthAPIServer` field of the CAO operator status to false.

THIS BZ IS A NOOP IN 4.6 but we need it because the process is set that way.
