Description of problem:
Requesting https://review.opendev.org/#/c/699861/ to be backported to OSP13 so cinder volume restart using NFS driver is faster. Without this it can take 45m to restart cinder volume; resulting in downtime for the users.

100%

Steps to Reproduce:
1. have lots of nfs volumes
2. restart cinder volume service
3. notice long time for volume service to come back up

Actual results:
long time for cinder volume to restart

Expected results:
cinder volume service restarts quickly
