Description of problem:

RHV/VDSM is expecting nmstate to ignore TAP/TUN devices which is managed by libvirt.

Currently, nmstate does not support TAP/TUN, hence ignored.

A better approach is use `state: ignore` in desire state to ignore certain
interface when applying network state.

When applying, if an interface is set as 'state: ignore', any change on it won't work. If it's been enslaved, it won't be removed from its master interface even though it is removed from its master's slaves list.
