The validation doesn't use the actual vhost configuration, and uses an IP, usually wrong.

It should parse in some way the /etc/httpd/conf.d/image-serve.conf file in order to extract the VirtualHostname and use it in order to check if we get a working registry.

This correction is now on review on upstream Master, and is a good candidate for a backport down to train/osp-16.1: https://review.opendev.org/#/c/743956/
