The job definition is trying to set CLUSTER_NETWORK_TYPE in a place that doesn't actually work and is simply ignored, so it ends up bringing up an openshift-sdn cluster instead

Looks good on recent e2e-gcp-ovn-upgrade. Verifying based on observations.
