This validator currently runs in neutron_ovs_agent container as it requires some capabilities to run (not available in API containers). While this works for ML2/OVS, this means that it mostly skips checks on OVN deployments (no containers with enough capabilities and openstack-neutron package installed).

As some checks in neutron-sanity-check may only be useful for ML2/OVS deployments, it could be adapted to run on some OVN container (without need for all currently required capabilities)? Or run validator differently to still allow it to run similarly as on ML2/OVS deployments

One thing that will have to be done is to stop assuming ml2/ovs related config files exist here:
