Description of problem:
when Pending-Changes warning is presented at the top of the page the links to 
the attributes that changed redirect to the attribute's tab.

If the current location is the attributes tab, clicking the attribute reloads 
the page instead of doing nothing / opening the relevant modal.

How reproducible:
100%

Steps to Reproduce:
1. create a VM (via yaml) and start it
2. go to the details tab
3. change the flavor
4. scroll to the top of the page
5. click the `flavor` link


Actual results:
The page reloads and the flavor modal opens


Expected results:
just the modal should open
