Description of problem:
Spinner inside the modal footer needs a redesign.
Its too big and it shows outside of the submit button, below it, creating a higher modal when shown.

1.Submit any modal in a VM's Detail
2.See unaligned Spinner

the Spinner is below the "save" button on OCP 4.5, and now it's on the "save" button now, which is aligned.
