FWIW this makes it build: %ifarch %{arm} %global _lto_cflags %{nil} %endif I'll wait how the devel thread goes and apply it if it goes nowhere.
Pushed that as a workaround.
This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle. Changing version to 33.

I've checked and the workaround is no longer needed on F34+.
