Description of problem:
After the patch https://github.com/rpm-software-management/libdnf/commit/fbcd3ce3e77b2119c2298e89b07a0798a9991e85 was merged the --config option of microdnf does not work any more.
The problem is that the patch caused the /etc/dnf/dnf.conf file is read in dnf_context_init() - before microdnf could set the config path.

This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle.
Changing version to 33.
