Description of problem: Only the last two selections have hover-over layer information. There’s no indication which labels provide hover over info. For example, when creating a Storage Cluster, a question mark was used to indicate that additional info layer was available. Once the layer is triggered, the info layer appeared too far away from the target UX issue severity level: 4-Low (refer below mentioned doc for severity levels) This BZ is being filed based on the Usability study conducted on RHOCS during July 2020. The behavior and visual issues outlined in this bug were addressed in an earlier PR https://github.com/openshift/console/pull/6231 1. Additional info Tooltip changed to a Popover with a dashed underline visual cue button. 2. Popover is now aligned with section label.
