RHOSP16.1 is using network-runner 0.1.7-3 but the latest version upstream is 0.2.2. For security reasons, if possible within the constraints required by python-ansible-runner (which looks to be the only consumer), network-runner should be updated to the latest version.

According to our records, this should be resolved by python-network-runner-0.2.2-2.el8ost.  This build is available now.

Changes between tags 0.1.7 and 0.2.2 have been examined and there's no security concerns with staying on 0.1.7 for now.
