Description of problem:

With ovs-vsctl user can modify ovs database directly. This is useful for 
creating OVN bridge mappings which are stored in "open" table e.g.

ovs-vsctl set open . external-ids:ovn-bridge-mappings=provider:br-provider

nmstate should provide schema that would allow direct modification of the database e.g.

ovs-db:
  table:
    row:
      key: value

We are overbooked for RHEL 8.4 features.
Any real use case for this to get this feature in?

Hi Gris,
this is useful to create mapping between OVN network and OvS bridge.
This way the external connectivity can be provided to the OVN network.

Support querying and changing `external_ids` or `other_config` of OVS
database `Open_vSwitch` table.

The desire state(in yaml format) would be:

```yaml
ovs-db:
  external_ids:
    ovn-bridge-mappings: provider:br-provider
  other_config:
    stats-update-interval: "10000"
```

The desire state will be merging with current state, to remove a entry:

```yaml
ovs-db:
  external_ids:
    ovn-bridge-mappings: None
```

To remove all `external_ids` and `other_config`:

```yaml
ovs-db: {}
```

Limitations:
 * There is no rollback support in ovsdb plugin.
 * All value should be string, please quote the integer like above.
