On ocp4.4, rhcos template was changed to "rhcos-44.82.202008011133-0", verfied this template on 4.4.0-0.nightly-2020-08-07-130733 and got the same issue in Bug #1867120 on 4.5

Issue is identified due to Bug 1870038, after applying workaround in Bug 1870038, installation is successful, this issue is not produced any more.
So remove testBlocker keyword and close this bug.
