Description of problem:
When user has no OCM clusters there is no path to assisted installer cluster console. The only way to navigate to the assisted installer console is to create a cluster and navigate from there to "All Clusters"

Steps to Reproduce:
1.Login to OCM integration environment as a user with no OCM clusters
2.Create a cluster using assisted installer
3.Navigate back to https://qaprodauth.cloud.redhat.com/openshift/

Actual results:
No clusters listed
No link or kebab menu item to navigate to assisted installer managed clusters
